Another Army Major convicted for bribery

The DoJ issued a press release that Eddie Pressley, a former U.S. Army Major, and his wife, Eurica Pressley, were convicted on 22 counts in connection with a bribery and money laundering scheme related to defense contracts awarded in support of Operation Iraqi Freedom.  Click here for the press release. 

Recently, several Army Majors have been convicted for bribery-related offenses (see here and here).  What is it with the rank of Major?  Is it at the rank of Major that these guys get greedy or feel they won't get caught?
