See today's San Antonio Express News. Perhaps, as a result of the Army's current investigation, appropriate reform will take place. The Army needs to take a long, hard look at the ties between pharma companies (e.g., Novo Nordisk) and the military. Let's hope, however, that the Army leadership doesn't circle the wagons. It's times like these when true leaders step up.
The scope of the Army investigation will be key. And the investigating officer is also key. From my experience, the easiest way to white wash an investigation and make something go away is to appoint a mediocre officer as the IO or limit the scope of the investigation.
